On 14 November 2025, the National Assembly of the Republic of Bulgaria adopted legislation introducing external management over LUKOIL Neftohim Burgas AD, LUKOIL Bulgaria EOOD, and other entities of the LUKOIL Group operating in Bulgaria. Pursuant to this legislation, the affected companies' management was transferred to the special commercial manager as of 17 November 2025. In order to protect its rights and legitimate interests, on 19 February 2026, LITASCO SA — a Ge​neva-based member of the LUKOIL Group and the immediate shareholder of LUKOIL Neftohim Burgas AD and LUKOIL Bulgaria EOOD — submitted notice of dispute(s) to the Republic of Bulgaria.

LITASCO SA has not received any offers to sell the refinery LUKOIL Neftohim Burgas AD and did not appoint any public or private organization to look for potential buyers or conduct any sale negotiation on its behalf.​​

In view of upcoming restrictions on supply of oil from Russia to the countries of the European Union that enter into force on December 5, 2022, LITASCO SA (a LUKOIL Group company), being the owner of the ISAB s.r.l. refinery located in Italy, informs that it is ready to ensure uninterrupted operation of the refinery, given the feedstock stored up for the coming months and future deliveries of non-Russian origin oil. ​
